Grant Proposal
Contraflow Inc. is a 501(c)(3) nonprofit organization, whose mission is to research the effects of Hurricane Katrina on responders, volunteers and survivors. Its charter officers and directors include a retired Los Angeles County District Attorney’s Lieutenant Fred Willis and a former Nebraska State Board of Education member Carole Woods Harris. Contraflow Inc. currently has a volunteer staff of six. The population served is the millions of Americans involved in the field of public safety, which includes nurses, doctors, EMTs, firefighters, search & rescue, pilots, military and emergency management professionals.
Contraflow Inc.’s projects include cataloging and preserving its extensive Katrina research; publishing its research findings, producing documentary films from over 13,000 minutes of footage shot during the three-year period between Hurricanes Katrina and Gustav, developing curriculum, and helping to establish a Katrina Responder Appreciation Day. We are one of the only organizations publicly defending the federal response to Katrina. Contraflow Inc’s research findings show that contrary to the public perception, a heroic effort was made to rescue Hurricane Katrina victims. This is important for many reasons. Primarily, how can public safety officials across America learn from Katrina and prepare for future disasters if the truth about what really happened in New Orleans has yet to be told?
Contraflow Inc. is seeking $500,000 from governmental and philanthropic organizations in the form of grants for curriculum development, general operating, in-kind, program development (projects), research and seed money. Contraflow Inc.’s goal is to have all of its projects ready for public consumption by the five-year anniversary of Hurricane Karina on 8.29.10., with the book and documentary projects needing the most funding. Non-profit business and strategic plans are being developed for each project. In addition, the use of standard best practices and project management software will allow Contraflow Inc. to set and monitor attainable and realistic benchmarks, with 2.22.10 designated as a major program development milestone. Future proceeds from the planned publishing of the forthcoming book CONTRAFLOW will allow us to sustain our work after the expiration of any grant funding.
